Danish Management Group administers several EC framework contracts

As Lead Company, Danish Management Group (DMG) presently administers two EC Framework contracts (FWCs). DMG won these framework contracts in the summer and autumn of 2006, in collaboration with our European consortium partners, our global network of local partners and a line of freelance consultants and experts who participated in the tendering processes.

The FWCs DMG administers at the moment are:
 
1) Multiple Framework contract to recruit Technical assistance for short-term expertise for exclusive benefit of third countries benefiting from European Commission External aid. Publication reference: EuropeAid//119860/C/SV/multi. Lot n° 3 Telecommunications and information technologies

2) Multiple framework contract with regard to external aid, covering 6 lots, for technical assistance and studies for the European Commission or the European Commission and beneficiary countries" Ref.: OJ 2006/S 88-092637 – EuropeAid/123314/C/SER/multi. Scope of Work and Technical Content of the EC Framework Contracts

Lot n° 3 Telecommunications and information technologies
Technical content of this framework contract is typically an assignment to assist the European Commission (for the benefit of third countries) with:

Expertise which is common to all sectors/lots
a) Programme/project identification and preparation/formulation
b) Assistance implementation
c) Preparation of Terms of Reference (services, works, supplies…) and evaluation of offers (Procurement)
d) Evaluations (ex-ante, interim, ex-post etc.), monitoring

As well as a number of horizontal aspects:
e) (Cross-) sectoral policies and reforms
f) (Cross-) sectoral and macroeconomic (economic, budgetary) appraisals/studies (incl. Public exp. review)
g) Legislation, regulations and law enforcement,
h) Approximation of legislation (acquis communautaire),
i) Institutional building,
j) Training and research,
k) Awareness-raising, (incl. information and communication)
m) Gender issues,
n) Environmental issues
o) HIV/AIDS issues (impact, prevention, and mitigation)

... In combination with the following information and communication technologies (ICTs):
A. Telecommunications
1. Telephony (urban and rural)
2. Radio-broadcasting, Television
3. Data Transmission
4. Multimedia Network
5. Navigation Systems, Systems of localisation and surveillance (terrestrial and maritime)

B. Earth Observation
6. Meteorology (radar and satellite)
7. Environmental information systems

C. Information Technology, applications
8. Platforms: hardware, software, networks; applications: packages, Expert information systems (EIS)/Management information systems (MIS)/data warehouses, Decision Support Systems, etc.
9. Telematic services (e-commerce, distance education, telemedicine)
10. Information System as a tool for poverty alleviation, rural telephony, community tele-centers etc.
11. Information System as a tool for knowledge management

Lot n° 6 Training and course materials for distance learning
Technical content of this framework contract is typically an assignment to assist the European Commission (for the benefit of third countries) with: 

1. E-learning

a) Conceiving distance-learning methodology
b) Producing related training material on the basis of a given content and compatible with the existing distance-learning standards
c) Tutoring, monitoring and following –up of distance courses through synchronous and asynchronous techniques
d) Managing a Learning Management System (LMS)
 
2. Classroom training
a) Conceiving courses on the basis of a given content in the sector of external cooperation and in the sector of information systems.
b) Producing training material
c) Delivering training courses including in countries benefiting from external aid.
d) Evaluating the impact of training courses.
