General information: The Common Market for Eastern and Southern Africa (COMESA) has since 1998 run a website ( www.comesa.int). The web site was initially composed of static pages with a rigid structure which was very difficult to update. In 2003 a new web site was developed underpinned by a Content Management System and translated into French. The Content Management System (ZOPE/PLONE) was to serve the following:
• Provide access to officers to be able to update their information to the web site;
• Give content a fixed lifespan on the website by setting a date for which the data would expire;
• Allow for Directors to approve information before it is published to the website.
The COMESA web site is used mainly for dissemination of information about programmes, projects and activities of the organisation and also for advocacy in promoting the image of the organisation. In order to effectively and efficiently achieve these two objectives, the COMESA Secretariat requires the services of a web development team to develop and rollout a more dynamic web site.
Objectives of the Assignment: The objective of the assignment is to establish a world-class database driven and interactive dynamic web site, which will promote the image of the Common Market for Eastern and Southern Africa (COMESA), and enable the organisation to efficiently disseminate information.
Scope of the Assignment: The assignment will include the design, the development and the implementation of a database driven and interactive web site at the COMESA Secretariat.
Expected Results:
1. a website development plan within 2 weeks of signing the contract;
2. a prototype of the website developed within three months;
3. a sustainable website established within 6 months;
4. Documentation and training material for the maintenance and update of the website produced;
5. Relevant staff trained on the maintenance and update of the website; and
6. Monthly reports and a final report at the end of the assignment outlining recommendations on:
a. for continuation/improvements;
b. Marketing the web site;

Location and Duration of the Assignment:
The assignment will be undertaken at the COMESA Secretariat, in Lusaka, Zambia and is expected to be completed within six (6) months.
Indicative Input: Total of 120 man-days
Requested Services: Membership of the Development Team will comprise at least:
1. Web Developers;
2. Graphic Designers;
3. Database Developers;
Qualifications of experts: University degree in Computer Science or equivalent industry-approved certification in web technology, web design, web administration or web management.
Experience: (i) At least 3-5 years hands-on experience in implementation and management of large database driven websites, in a secure technical environment; (ii) Demonstrate technical proficiency on emerging Internet trends, technology, and tools.
Skills/Competences: (i) Ability to translate stakeholder needs into creative, efficient and informative web design in a timely manner. Evidence of sites developed should be provided. (ii)
Advanced web development skills using tools including: Web: html, xml, Java scripts, php, asp.net, etc., Database: oracle, mysql, etc., Graphics: Macromedia, Maya, etc
Language: The short-term experts will have an excellent command of English with good report writing skills. Knowledge of French will be an added advantage.
