Project Description:

Danish Management
is designing and implementing an M&E framework to support effective programme management and to respond to GEF requirements to assess the performance and impact of the CEEF and HEECP programmes. The goal is to assess the Programs’ progress and impact and achievement of results, test key assumptions in design, and, at the same time, promote stakeholder ownership of the Programs.

The M&E framework developed by Danish Management serves among others to monitor the progress of the consecution of programme objectives and to strengthen the programme performance and management. The M&E plan designed by Danish Management will identify appropriate indicators to assess the Programs’ financial/business, energy, and environmental outputs, as well as their outcomes. This includes measuring their market impact to assess whether or not they have achieved their objective of establishing a sustained market capability to develop energy efficiency projects.

The M&E process additionally also allows for an assessment of management and operations of both the guarantee and technical assistance programs.

Project Description:

The project’s overall objective was to maintain and improve the quality of programmes and projects in external cooperation through timely, independent and well-targeted information on project implementation. The project was based on the general concept of project monitoring, which provided EuropeAid’s Evaluation Unit a regular reporting mechanism. Danish Management has prepared and submitted analytical assessements to management nad other involved parties.

The monitoring system employed by Danish Management was rooted in the Commission’s Project Cycle Management / Logical Framework (LF) Method. The system was based on regular visits to projects by the consultants, who produced short, semi-standard reports and gave ratings and comments following standard criteria, estimating the efficiency, effectiveness, impact, relevance and likely sustainability of projects and programmes. The use of external experts ensured impartiality and independence.

All monitoring reports followed site visits to projects and were based on consultations with all stakeholders in project implementation. Monitors were responsible for reporting on project implementation against LF at the time of the visit. All monitoring experts have varying sectoral and geographical knowledge and experience. During the five years, Danish Management monitored over 2,000 projects within all sectors.

Project Description:

The eEurope+ 2003 Data collection, Benchmarking and Monitoring project has been contracted to Danish Management. The project included 10 Eastern European EU Candidate countries and approximately 300 stakeholders. The main objective of the project was to collect, process and asses ICT related data within 10 Eastern European countries.

On the basis of this data collection, Danish Management monitored and benchmarked the impact of ICT on households, enterprises, education and health sectors in all Eastern European candidate-countries to become members of the European Union from 2004. In addition, several benchmarks, policy recommendations and progress reports on the status and progress of several specified ICT indicators, corresponding with the eEurope Action Plan, were developed.

Danish Management was in charge of the main project management of this project. Furthermore, Danish Management was in charge of all the information dissemination activities, which included the organization and execution of several large-scale international workshops. The final project results were series of benchmarking and progress reports accompanied with several best practises and policy recommendations on how the EU Candidate Countries can move forward in their efforts to leverage their readiness to become a part of the Information Society.

The information containing the analysis document, reports and best practises were shared though an advanced knowledge sharing portal connected to the eEurope+ program, which enabled all stakeholders full access to updated information and recommendations.

Project Description:

During the past three years Danish Management has implemented appropriate monitoring and evaluation tools to ensure effective, complete and impartial monitoring process for the actions funded through EUMEDIS. Moreover, we have provided a continuous overview of the status of the Pilot Projects ensuring that the results are collected and disseminated amongst all the Mediterranean Partners.

In addition, Danish Management has been directly responsible for the entire organisation of two large-scale EUMEDIS events. All in all, Danish Management is effectively contributing to the realisation and attainment of the overall results expected from EUMEDIS.
