Danish Management has recently won the assignment “Needs assessment and elaboration of documentation for EU assistance to the Georgian Public Broadcaster”.
The assignment was won as part of the BENEF 2009 Lot 3 framework contract Danish Management currently administers, and the 40 day assignment is expected to kick off shortly.
The specific objective of the project is to prepare for an EU assistance project to the Georgian Public Broadcaster through a general needs assessment with a clear prioritization by relevance of fields to be addressed for action. The findings of the needs assessment should be transferred into specific objectives and concrete results in a well elaborated documentation.
Our senior expert will provide the following services:
- Assess the relevance and opportunity for technical assistance
- Assess the institutional capacity of the beneficiary and their needs for assistance
- Review and assess the existing media environment, focusing on regulatory issues (esp. the Law on Broadcasting)
- Review and assess the ongoing support by other actors to the beneficiary administration and validate it to the existing situation
- Advise the beneficiary administration on improvements to the proposed most adequate form of EU assistance and project design (objectives, results to be achieved, activities, assumptions and risks)
- List activities expected from the EU assistance project by kind and organise them under homogeneous components and advise the beneficiary as well as the EU Delegation on the best possible form of EU assistance (service, grant or other form)
- Evaluate the all the necessary EU assistance project activities by types of expertise required and estimate their duration of implementation
- Define the necessary preconditions for the EU assistance project to be implemented before it implementation actually starts (issues that the GPB needs to address in advance)
- Draft the necessary documentation for the envisioned project (Terms of Reference, application guidelines for grant competition etc.) in the light of the results of all the information gathered
- Draft an indicative implementation plan and budget estimate with a high level of precision to be able to fix the project budget and non-budget financed expenditures like equipment
- Check with the beneficiary administration, what will be the needs in equipment, training, private sector expertise in addition to the TA project in question.
- Organisation of two 1-day conferences/workshops in Tbilisi to discuss the findings of the need assessment as well as the proposed final project proposal, to be agreed with the Beneficiary Administration, the Delegation of the European Union and the Programme Administration Office (PAO) of the State Ministry for European and Euro-Atlantic Integration, for about 25 people – specialists from the Beneficiary Administration, members of the Supervisory Board and other relevant institutions and stakeholders.
Our budget for the assignment is 53,421 EUR.
