Danish ICT Management participated at a meeting on the Business Sector Programme in Vietnam the 16th of August.
Violation of labour conditions
The economic
differences have begun to show, there exists a wage difference of EUR
25-51 per month, not to mention violations of working conditions, child
labour, environmental problems, etc. However, if you apply the
indicators of the World Bank for economic growth, you can see that
Vietnam is performing well according to the targets.
Despite
the fact that Vietnam is still a communist country, there is respect
for having gained economic success. But it is not accepted by the
population, if the elite should have gained its position through
crooked connections and shady deals.
Cyber dissidents
On
a question from Danish ICT Management on whether ICTs were included in
the new Business Sector Programme in Vietnam, the Danish embassy
expressed that they were aware of ICTs as a tool for private sector
development. However, it was very difficult to work with new technology
in Vietnam, especially information interchange on the Internet. This
was due to the restrictions set up by the Communist Party. Vietnam was
a country of "fire walls".
In short, a fight between progressive
and conservative forces is taking place in Vietnam. Technological
industries are growing - but it should be kept in mind that the staff
in the state administration is all trained in the former Soviet Union -
they have not studied market mechanisms.
ISPs and Internet Cafés
in Vietnam must deliver reports on web sites visited by the public.
Several "cyber dissidents" were accused of breaking the law by
assessing illegal web sites and publishing forbidden content on the
net. However, the government is aware of the economic gain to be
harvested through the information technology, so progress is underway.
A change is also happening in the present conduct, where official pirate copying of digital products have been permitted.
